offer to sell
An offer to sell is simply that: an offer. It is a non-binding proposal that can be withdrawn at any time.
For example, if I offer to sell you my house, and you agree to buy it, that agreement is not binding on either of us, even if we shake hands on it. In Real Estate law, a sale only becomes binding if we both sign a document agreeing to specific terms. (Usually, this would be an Agreement of Purchase and Sale.) These terms could include nearly anything (provided the terms are legal), but they must be in writing and signed.
